In this interview, Juan, as an expert in the field, gives us his opinion about Dual Vocational Training and answers any questions we may have about this modality.

1. Broadly speaking, what are the differences or peculiarities of Dual FP compared to Classic FP?
We must distinguish once again between Educational Training itself and Vocational Training for Employment.

Under the rules of the Ministry of Education, the criteria that govern Vocational Training are established, and within this we find Dual Vocational Training, which alternates the regulated studies of Vocational Training (Degree Vocational Training Cycles) with practical training in companies.

These internship agreements or paid work activities are implemented thanks to public calls offered by each Autonomous Community.

But, at the same time, we should also talk about the rules of Vocational Training for Employment, which are those that govern the State Public Employment Service, and in turn the different Autonomous Communities.

In this case, dual training is articulated through the training of workers in Professional Certificates, linked to a Training and Apprenticeship Contract.

In Classic Vocational Training, students are trained in a specific area to prepare for their integration into the world of work, while in Dual Vocational Training, students combine their academic or certified training with their work activity, so that they can put into practice all the knowledge they have acquired thanks to their acquired training.

Dual Vocational Training provides an added advantage to Classical Vocational Training, bringing students closer to the business reality and enabling them to carry out their acquired skills through regulated and certified training.

2. Spain leads the list of youth unemployment in Europe, with more than 50% of young people out of work. One of the solutions proposed to try to solve this problem is precisely the Dual Vocational Training system. How are companies accepting it?
The Administration has implemented good actions to promote the qualification and employability of young Spaniards, but they have not translated into the expected positive results.

There are cases such as the Youth Guarantee File, or Dual Training itself.

The idea must be transformed into action, and this is where the biggest problem lies.

In the area of ​​Dual Vocational Training governed by the Ministry of Education, few calls are established in the Autonomous Communities, and this translates into a shortage of opportunities to use this type of FP among students of Vocational Training Cycles.

As regards Vocational Training for Employment, we have suffered a 76% decrease in Training and Apprenticeship Contracts compared to last year. The cause, which in turn should be its great bulwark, has been the change in model: we have gone from non-certified training in distance learning mode to Professionally Certified training in distance learning or in-person mode.

There has been a leap in quality in Vocational Training for Employment, but we have needed a period of adaptation, since for many involved in the process this is a real novelty, even taking into account that it is a model that has been derived in time, and with a projection that has been paralyzed over time, and has even decreased drastically.

3. Advantages that companies can gain from having employees hired under this modality
Companies are aware of the benefits that a worker hired through Dual Vocational Training brings to them.

These young people are highly motivated workers, as companies are giving them the opportunity to combine their academic or professionally certified training with paid work and with the guarantees and labour rights of any employment contract.

Furthermore, being more practical and going into the economic sphere, companies benefit from salary reductions, as well as tax benefits, which can make this type of hiring much more attractive.

4. And young people… do they know about this training modality?
I doubt this even more, since young people, who we should not forget are one of the two main recipients of this measure (along with companies), are not aware of all the policies aimed at improving their employment and training opportunities.

I would like to stress again that it is necessary to move from ideas to action.

Actions such as Dual Training or the Youth Guarantee are designed in a very positive way towards young people, but the problem is that this information does not reach the final recipient.

It is becoming increasingly necessary for training centres and other social agents to provide youth information or job guidance, working in collaboration with these services provided by public administrations.

5. What type of training or specialty is best suited to teaching under this modality?
Nowadays, and with the numbers on the table, the best Dual Training would be that offered by the State Public Employment Service with the Professional Certificate model.

Furthermore, due to its flexibility and its adaptation to the needs of workers and companies, the training modality for these would be distance learning.

As we said, if we talk about Dual FP of Vocational Training Cycles, we are referring to greater rigidity, since we are talking about regional calls, with an established calendar, and where companies must adhere to these requirements.

In Vocational Training for Employment, Professional Certificates allow for greater flexibility, and workers can alternate training and employment from day one, at the time that best suits the company.

If we add to this the distance learning option, you can imagine that the training facilities are greater than the specific hours estimated in the face-to-face option.

6. Is Germany the mirror in which to look?


This is a model that has already been tested and established in Germany. More than 50% of the population in Germany has obtained a qualification within the dual system of vocational training.

The aim of the Training and Apprenticeship Contracts is to increase this percentage and make access to this dual training a true reality.

7. Finally, could you give us some information on how this training is evolving in Spain?
In the educational field, the number of students who choose this modality is gradually increasing significantly, as are the number of companies that opt ​​for this type of job placement.

We must make one point, though: it is a 200% increase in both students and participating centres, but within moderate limits. We are talking about around 10,000 students throughout Spain, 375 training centres and 1,500 companies.

In contrast, in the field of Vocational Training for Employment, we are talking about 30,593 Training and Apprenticeship Contracts in these first months of the year. Three times the number offered in the educational field.

It is worth noting that although the number of Contracts is three times higher in the field of Vocational Training for Employment, the number of participating companies does suffer a much greater increase, since they do not opt ​​for this model through calls, also hiring a high number of students but their hiring is less planned and with a smaller number of employees.
